The story of Raktdhar is based on a real-life incident, which involves the death of a eunuch who is brutally raped. One of her friends, a fellow eunuch, (played by Shakti Kapoor) avenges her death in a meticulous way by entering politics and changing the system and eventually becoming the Chief Minister of the state. The film has layers of friendship, betrayal, and love.
